How it works
Mein Vorschlag wäre, dass… puts a concrete proposal on the table; the Konjunktiv II wäre keeps it tentative, and the dass-clause sends its verb to the end.
Good to know
To float an idea more softly, ask Was würden Sie (dazu) sagen, wenn wir … würden? — both halves take Konjunktiv II, because it is still only an idea.
