How it works
Ob… oder (nicht) means 'whether… or (not)': ob es regnet oder nicht.
Good to know
When this clause comes first, it stands outside the main clause, so the main clause keeps its normal order with the subject first: ob es regnet oder nicht, ich stelle mein Buch vor (not: stelle ich).

Sowohl… als auch means 'both… and'; entweder… oder means 'either… or'.
