French has no special form for 'had been doing'.

To say how long something had been going on at a past moment, use ça faisait + time + que + imparfait: ça faisait trois heures que j'attendais quand la lumière s'est éteinte.
Good to know
A finished stretch before another past event takes the plus-que-parfait (j'avais attendu toute la nuit et je me suis endormi), and an action in progress at that time takes the imparfait (vous surveilliez ma boîte aux lettres ?).
