Ich glaube nicht, dass … expresses doubt; the verb goes to the end. After plain ich glaube you can drop dass.

How it works
To say what you (don't) think, German uses glauben + dass with the verb at the end: ich glaube nicht, dass sie mich hört.

Nicht goes right after glaube — that is the natural way to express doubt.

After a plain ich glaube you may also drop dass and keep normal word order: ich glaube, sie findet es komisch.
