French grammar
Objet en tête + pronom, ou c'est...qui : mettre en relief

In short
Topic first, then a pronoun: cet avis-là, je l'ai lu. To spotlight who: c'est … qui / que.

How it works
To make something the topic, French can put it first and pick it up again with a pronoun: cet avis-là, je l'ai lu dix fois.
Good to know
To spotlight who or what did something, use c'est … qui / que: c'est Ramón qui a écrit ça. Both are very common in speech.
